GENERAL INFORMATION

In order to submit your manuscript for consideration as a contribution to the Special Symposium Issue of the Transactions, the following requirements, instructions and schedule must be strictly adhered to.  Again, this year you are requested to submit your manuscript electronically over the Web.

THE DEADLINE FOR SUBMITTING YOUR MANUSCRIPT IS APRIL 17, 2003.

No Manuscripts will be accepted after the deadline.  Authors who have problems or questions on the Paper submittal process should contact the Guest Editor (see contact information below) well in advance of April 17, 2003.

Electronic / Web Submission Overview

You must prepare your manuscript using MS/Word 6.0/97 or later, postscript, or PDF format.  Any photos must be in black and white and imbedded in the file.

As a part of submitting your paper, you must complete all bold items on the "Submission Form" on this Web site; this form requests the information required for preparing the manuscript for IEEE publication.

General Rules / Information about your Manuscript

Although all manuscripts will be reviewed according to standard TRANSACTION'S policies, publication in the Special November Issue imposes a rigid schedule on the submission and review process to meet all deadlines. In particular, the compressed review schedule does not allow for any manuscript revision, except for possible formatting or very minor corrections.

Moreover, the total number of papers to appear in the November Issue is 7, which has been set by the Editor-in-Chief for MTT Transactions.  This limitation will result in a smaller fraction of the accepted papers being published by November of 2003.

Since your Digest paper is an archival publication, your Special Issue paper must therefore be significantly expanded in substantive content compared to the Digest version.  Particularly, IEEE publication guidelines imply that only up to 1/3 of your published Digest paper could be used for your Special Issue paper. The addition of explanatory details or simple extensions of parameter values and/or figures are not considered substantive. (A good figure of merit is that only one page out of four pages of text, figures, and data from your Digest paper could be repeated in the Special Issue paper.) An indication of the old material (e.g. change bars, etc.) shall be provided.

1.      All manuscripts must contain complete information for final publication, including a listing of all authors and their affiliations.  Detailed contact information for the corresponding author and e-mail addresses will be requested during the electronic submission process.  The text in your manuscript should be in single column, double-spaced format on 8 1/2 x 11 inch pages with figures placed at the end.  The title of the paper should appear in CAPITAL LETTERS centered across the top of the first page of the paper.   It is recommended that the text be in 12 point Times Roman or a similar typeface.

2.      The List of Authors and their affiliations must be provided immediately following the Title.

3.      A list of key words is available from the IEEE web site and must be provided immediately following the Authors List.

4.      A brief Abstract of the paper must be located immediately following the List of key words.

5.      New copyright approval forms must be obtained as indicated on the Copyright Form.  US Government Authors and British Crown Authors are exempted.  The new copyright form must contain the paper ID (session/slot) and be mailed to LRW Associates.  Also, the copyright approval box must be checked on the Submission Form.

6.      All submissions must have Company/Institution approvals and government approval for government sponsored work.

7.      An estimate of the printed page count must be obtained (4 double-spaced typewritten pages = 1 printed Transactions page; 4 individual figures or tables = 1 printed Transactions page).

8.      A Page Charge Authorization Form must be completed using the estimate of the printed page count, and submitted to LRW Associates.
